Add ability for Aberdeen to @specific people on slack #3

It would be a cool feature, as well as a way for people to familiarize themselves with aberdeen if aberdeen could @ related people when a test fails.

We are already at our integration on slack I believe. Maybe something can be removed or you can complicate @isibley’s life and include it in AAron and make that project more general purpose

This would piggy back on the current jenkins integration. It would just be special message using the data gotten from the github webhook to jenkins
