Not much should need to be done to update the surface to the most recent version of ROS 2.

  1. Update docker
  2. Test

Not going to update to new version of ROS 2. The python dependencies were not working properly. New version of ROS 2 only runs on Ubuntu 24.04, which uses python 3.12, instead of the current version used, python 3.10.
