Convert tag buttons to links #22

The web client's file properties dialog displays buttons for the available 
tags. This is not very pretty and hardly common UX. It would be better to 
convert them to hyperlinks, similar to the blogger interface for tags.

Tags are now implemented as links instead of buttons and are seperated with a 
white space. The functionality remains the same. The user clicks on a tag and 
the selected tag is added to the above box of tags.

It's almost perfect. Two things that need fixing are:
1) all available tags appear underlined together, as if they were a single link
2) the disclosure panel's width should be limited to the current dialog width. 
Alternatively, the text boxes in the dialog should also be resized when the 
disclosure panel is opened.
