Needs docs on html format for docs #315

i.e. pulp docs -- --format html

I don't know how to do the docs since it seems like it should be generated somewhere. Hopefully someone can do this if they would like to, so I'll do this tomorrow.

:+1: it should just be a case of editing README.md and running doctoc on it if any of the headings changed.
