Bump dependencies (particularly uri, smolder)

Don't like the super-verbose HasLinks instances that arise due to parameterisation of URI types and the inability to use type aliases in instance declarations but I was fairly blindly porting over to the new representation.

I'll go fix the .travis.yml which seems to be stale.
