Migrate to GitHub Actions #6

This PR migrates web-cssom to use GitHub Actions instead of Travis for CI, as tracked for all core libraries in https://github.com/purescript/purescript/issues/3962. It also updates the installation instructions to refer to Spago instead of Bower and adds a Pursuit link.

@thomashoneyman See #2, which was merged despite CI not passing. #4 fixes that, but was never merged. Once #4 is merged, we should update the dependencies in this PR.
