Relax PR approval rules #11

This gives core collaborators a more meaningful role, and will therefore hopefully help us bring more people on board. It should also help us get a few more PRs merged.

This is just a suggestion - of course I'd quite like to merge this change, but am also very happy to discuss/justify/shelve depending on what you all think.
