We're going to need to deploy a new version of Pursuit soon to keep up changes in the 0.14.3 compiler. I noticed that we're still on Travis here, which is no longer running any of our builds. This PR preemptively moves us to GitHub Actions (as was done in https://github.com/purescript/trypurescript/pull/232 and https://github.com/purescript/trypurescript/pull/233).
