1. Start Safari on iPad
2. Surf to bookworm.oreilly.com/library (or m.bookworm.oreilly.com/library)
3. Notice there is no Read in Stanza column with arrows as when on iPhone

I expect to see arrows so I can download ebooks and read in Stanza as on the 
iPhone

I recommend using Ibis Reader for reading on iOS devices: http://ibisreader.com/

It's based on the original Bookworm code but provides an offline reading 
experience (and syncing with Stanza) on iPhones and iPads.
