Update conf for Bionic and Syslog-ng 3.13 #12

add forlder and file need by ubuntu bionic and syslog-ng 3.13 to start service correctly

Oh my, I haven't used this module in ages. I'll happily merge this but I can't guarantee that it's still working as I don't have a puppet production or development instance to test this on.

Would you be interested in taking over maintainership of the module? Chances are that I might archive it soonish as it really doesn't make sense for me to have the repo anymore.
