module fails to install with puppet-librarian #3

It throws Illformed requirement ["~4.1.0"] (ArgumentError).

I plan on fixing this by not using the ~ operater. For some reason geppetto proposed using the undocumented operator rather than something from http://docs.puppetlabs.com/puppet/2.7/reference/modules_publishing.html
