This PR implements disallowing GitTracks from managing resources in other namespaces and the flag for the new ClusterGitTrack modes

Changed the wording on the CGTM flag so it's a bit more descriptive. Unless there are any other outstanding comments, I think this is good to merge. I have some other work that builds on this that I'd also like to land
