Parameter having null/blank value are not generating in the request url.

What steps will reproduce the problem?
1.Set parameter as description(optional).
2. Do not provide any value.
3. Execute the client

Parameter description should be generated in the request url? any parameter not 
having any values is not generated/passed as request url parameter. for some 
cases server expecting parameter name even though it is passing a null or blank 
value?

1.0.3,Windows-7.
