As a User, I want to be able to reach the whole moderator team with a message. #20

Right now, a user can @moderator, @admin or PM a specific moderator. For the sake of being able to read back a message a user submitted as 'complaint', 'request', etc; we need a !mod command that users can employ to send a message to all moderators for moderation.
