Migrate from circleci to github actions #1

This PR:

migrates CI testing from circleCI to github actions
adds a PyPI deploy workflow
changes the install extra names to test and doc to match pvlib-python
adds a few niceties like PR and issues templates, copied from pvlib-python

kandersolar commented 1 year ago

They aren't running on this PR, I'm guessing because this repository hasn't run any actions before. I'll go ahead and merge this in the hopes that having the tests on main will get them running for future PRs.
