Enable ReadTheDocs #2

[ ] New code is fully documented. Includes numpydoc compliant docstrings, examples, and comments where necessary.

[ ] Maintainer: Appropriate GitHub Labels (including remote-data) and Milestone are assigned to the Pull Request and linked Issue.

I've created a ReadTheDocs project for this repo (https://readthedocs.org/projects/solarfactors/) and enabled PR builds. This PR just adds a configuration file (copied from pvlib-python).

Docs build looks good :+1:. Merging this should get http://solarfactors.readthedocs.io/en/latest working. There won't be a stable until we tag a new version.
