Since it seems that there's no problem now with installing all dependencies from pip (https://github.com/pvlib/twoaxistracking/pull/15#issuecomment-1049869587), IMHO it's better to specify the docs build environment as a set of "extras requires" in setup.cfg.

I also noticed a few unrelated items to update in setup.cfg.
