Test cases after code complete:

[x] Compare appxmanifest for Webboard with online and offline manifests, make sure there is no difference
[x] Compare appxmanifest for a PWA with manifest URL and online manifest, make sure there is no difference
[x] Sideload packages generated by offline manifest and make sure everything works correctly
[x] Check that an app with widgets will throw an error (PWAs with widgets currently cannot be packaged with an offline manifest)
