What happened?

Incorrect method of navigation is present for the tab items inside the 'Edit your Manifest' dialogue, the tab items such as info, setting, platforms, etc. are navigable with tab key as well as arrow keys.

How do we reproduce the behavior?

Repro Steps:

1. Open the PWA Builder URL in Anaheim dev browser.
2. PWA Builder page will appear.
3. Navigate to the 'Edit your Manifest' button activate it.
4. Dialogue will appear now navigate to the tab items info, setting, platforms, etc.
5. Observe the issue.

What do you expect to happen?

The tab items present such as info, setting, platforms, etc. inside the 'Edit your Manifest' dialogue must be navigable with left/right arrow keys only.

What environment were you using?

Test Environment: OS Build: Windows 11 Enterprise Insider Preview 22H2 (23493.1000) Edge Browser: Version 115.0.1880.3 (Official build) dev (64-bit) User ID: V- URL: https://www.pwabuilder.com/reportcard?site=https://webboard.app

Additional context

Observation: While navigating with tab key user needs to press the enter to activate the tab Item but with arrow keys it is activating automatically as the focus land on the tab.

User Experience: If the incorrect method of navigation will be present for the tab items, then the screen reader dependent users on may face difficulties in navigating at the UI properly and they may get confused.
