[PWA Builder]: Inconsistent navigation behavior is present inside the 'Edit your Manifest' Dialogue.

What happened?

'Edit your Manifest' Dialogue is getting closed with 'Esc' but when the focus is on the combo box, and then we press 'esc' key dialogue does not get close.

How do we reproduce the behavior?

Repro Steps:

1. Open the PWA Builder URL in Anaheim dev browser.
2. PWA Builder page will appear.
3. Navigate to the 'Edit your Manifest' button activate it.
4. Press 'Esc' key.
5. Now again open the dialogue and navigate to any combo box present at the setting tab.
6. Now press 'esc' key.
7. Observe the issue.

What do you expect to happen?

The dialogue must get closed with 'esc' key when the keyboard focus is present on the combo box.

Test Environment: OS Build: Windows 11 Enterprise Insider Preview 22H2 (23493.1000) Edge Browser: Version 115.0.1880.3 (Official build) dev (64-bit) User ID: V- URL: https://www.pwabuilder.com/reportcard?site=https://webboard.app

Additional context

Note: When we press tab key to navigate on the learn more link inside the tooltip information, the focus land on the link and instantly the info pop-up disappears, expected: after activating tool tip icon focus should not remain on the icon, it should move to the learn more link and pop=up should not get disappear.

User Experience: If the inconsistent navigation will be present inside the dialogue, then the keyboard and screen reader dependent users will face may get confused in accessing the UI properly.
