Sunset old Windows service #4613

Find a way to redirect old URL to the new docker service. If not possible, try to sunset the old URL and remove all its dependencies.

### Tasks
- [ ] Add a param in the backend analytics in the old VM to monitor if any requests are coming in
- [ ] Verify that all services/extensions that we own are now using the new endpoint (PWABuilder, Store CLI, VSCode extension)
- [ ] Turn off the service and wait till end of February before turning the old service off

I collaborated with Amrutha and deleted the service last week.
