[BUG] Check our tokens for GitHub Action workflows #4651

What happened?

There has been some changes in how tokens are used here on GitHub, I need to double check that this does not impact any of our build pipelines

How do we reproduce the behavior?

Nothing to reproduce

This is impacting our changelog action for PWABuilder, so fixing that now

Tokens can't handle tags anymore, so generating releases, including changelogs, right now is on hold

Closing for now. Going to do manual changelogs for now as our releases have slowed down and its not worth the compliance work.
