Notifier for star tier changes? #15

With the awesome afk-ness of shooting stars, I've found myself switching screens and forgetting to look back. Not sure what Jagex ToS say about it, but I thought that sending a notification when the star changes tiers would be super useful, similar to how the NMZ plugin works, for example.

I think it would fit well with this plugin, and would be happy to submit a PR if this is something that could be useful.

I believe Idle Notifier and Abex's Idle Notifier would already do this

Idle notifier relies on character animations, which I've found to be inconsistent. Abex's does look at state changes of what you're mining, but I don't necessarily want that plugin on all the time. Plus, if someone just was searching for a star plugin, they wouldn't think to search for an idle notifier too.

Having a toggle "notify on tier change" still feels to me like it would be useful to have built into a star info plugin.

Just wanted to add that I found this plugin while specifically looking for the ability to be notified when a nearby star changed tiers (specifically to a tier I'm capable of mining)

A work around of sorts is to use the Star Miners plugin to auto call stars and display a chat message with the call. Then use the Text to speech plugin, enable Game Messages, enable Whitelist, and whitelist the tiers you're capable of mining (or just the highest) with a space on either end (for example: " T8 ").

Alrighty I guess this can be added when I get around to it next. Abex's idle notifier and the idle notifier in general can also be used for the notifications in the meantime.
