why this package is not updated and removed from R cran?

Package ‘ArfimaMLM’ was removed from the CRAN repository.

Formerly available versions can be obtained from the archive.

Archived on 2020-05-26 as message asking for corrections bounced.

It was removed because some dependencies (e.g., the fractal package) were removed from CRAN. You can install the current dev version via devtools::install_github("pwkraft/ArfimaMLM")
