Add synthetic sandy case for USDEQU120at30cr10rr2 mesh #29

This adds Donatella Pasqualini's synthetic wind package and creates a new test case for Delaware Bay using these winds.

Needs a tidal spin up run, synthetic winds are only 3 days long.

I'm trying out a USDEQU240at60cr20rr4 case, using similar transitions as for the 2X finer version. The USDEQU240at120cr20rr5WD still has problems, so hopefully this is a clearer path forward.

As discussed, should use 2km case as "gold standard" for now without wetting / drying. Shouldn't try to do wetting / drying, but as discussed should do on head of coastal instead.
