@mark-petersen, this is the branch I was telling you about to get MPAS up and running on a local machine. There may be a few modifications required to get the full COMPASS suite to work but for now this

builds MPAS-O (recent version of ocean/develop)
builds MPAS-Tools mesh tools (MpasCellCuller.x, etc)

The tricky bit with open-mpi 3.0 is resolved by use of open-mpi 1.6 to avoid issues in the checks of parallel-netcdf.

PS, I would expect that this should also work for previous versions of macOS but didn't test.
