Deployer - Return a 404 if Lambda ARN / Version ARN does not exist #338

Motivations

Currently if a lambda ARN / name does not exist then the Alias step will throw a 500 when it attempts to do a PublishVersion on it
This should instead check if the Lambda exists and return a 404 if the Lambda does not exist at all
