2014 Index test We are not planning to change this test in 2014, unless feedback suggests there is a strong case for doing so.

Re: your questions. No for 2014, but this may well be possible in 2015 once a coherent global methodology for identifying any organisation is in place.

Agree that 2014 is too early to require an ID in all fields, given the issues that need to be resolved. But perhaps the Index report could have a section where particular efforts (such as publishing at least some ID numbers) could be highlighted, as a positive incentive to improve data quality (rather than punishing those who don't).

I think Yohanna's suggestion is a good one. A score for the percentage of participating-org elements containing valid @ref (obviously excluding the reporting- org)?

The test will remain the same as in 2013.

Notes

• We would like to start measuring whether organisation IDs are appropriately used in 2015. However, this will be contingent on a firm methodology being established for all organisation IDs (particularly public bodies).
• We will consider whether we can provide this additional information on best practice in the Index report. This will not count towards an organisation's rank or score.
