Description

The description of the activity is a descriptive text, longer than the title, explaining what the activity is.

Note: The second test has been modified since the 2016 Aid Transparency Index, to double the minimum length of a description to 80 characters

Proposed test

IATI 2.0x

Firstly:

For each current activity,
`description/narrative/text()` should be present

Secondly:

For each current activity,
`description/narrative/text()` should have at least 80 characters

Yes, that’s correct.

For a lot of activities, there's simply not enough meaningful info to indicate, administrative expenditures, but also (assessed or voluntary) multilateral core contributions, budget support, awareness raising activities and so on. So we propose to limit this test to C01 projects, for only in these cases one can write a relevant description.

I would expect longer descriptions for h1 activities, but not so for h2 activities, which may be adequately described with a meaningful title. Can we make an organisation-specific differentiation when we use hierarchies?

I am unsure if there are types of aid or similar that might not need long descriptions. But I feel that 40 more characters does not necessarily mean better transparency. We have some activities that aren't real activities but rather repayments and such. In our case descriptions defined as too short would triple from 2000 to 6000 (guessing that many are quite old though, from before 2010).

@johnadamsDFID: On the issue of child activities: Given there is nowhere else to add this information, the description could be a good place to explain the relationship between the parent and child activities. I.e. explaining how and why the activity has been broken up in a certain way.

40 more characters does not necessarily mean better transparency

We don’t agree that this test should be limited to aid type C01. We think it should be possible to provide a meaningful description for all activities.
