x-axis tick values are (sometimes) wrong; legend values missing (screenshot attached)

The problems here are:

• “Committed” is missing from the legend here (though there is a space for it)
• three of the tick values on the x-axis are numeric

Data looks fine – this looks like it’s a c3.js issue.
