Setup Repo Actions and external tools #66

These repo uses the cookie cutter which offers a lot of tools.

We need someone (@MartinThoma or @Lucas-C) who has acces to the repo/ organization setting, to setup these tools.

I've marked the test pypi as completed. As it is not being used in this repo.

As we work our way to a new release, it would be good to know if publishing to pypi is correctly setup.
