Shift-CapsLock as hotkey to change layout gets bad sideeffects #19

What steps will reproduce the problem?
1. Assign Shift+CapsLock as shortcut to switch layout
2. Try it out
3. Notice that very often, you will end up with shift stuck, and/or caps-lock 
engaged.

What is the expected output? What do you see instead?
I expect that when I hit shift+caps lock, so that the shortcut kicks in and 
layout changes, the state of both caps-lock and shift shall remain what they 
were before the layout changed.

What version of the product are you using? On what operating system?
1.8

Please provide any additional information below.
There is clearly some logic breach going on when the state of the Shift key end 
up remaining pressed after the shortcut kicks in.
