Updated to Sleuthkit 4.11.0 #80

Do not yet merge

There is a new Sleuthkit release tag: https://github.com/sleuthkit/sleuthkit/releases/tag/sleuthkit-4.11.0. Though no source distribution packages yet

This PR is to test pytsk builds

Includes patches to address https://github.com/sleuthkit/sleuthkit/issues/2508
