Added Conda environment support #20

Resolves #18
Conda environment files created
Tests for environments files created
Inserted into makefile setup develop install

let me know if these options are useful to pyopensci :)

I think this is a nice step forward, thanks for adding the templates as well as the test! We may want to change up how we recommend folks use environment.yml over time, but this is a good start. Thanks @esloch for the improvement :-)
