Add: github section to our handbook #57

This is the start of adding the github section to our handbook. this pr just adds the section and a page on our core 4 repos. there are other repos that we maintainer but these are the core ones!

I am going to squash and. merge this as it creates our GitHub section and is only an overview of the repositories.
