The pre-commit failure is a strange one that I've never seen. It's not related to this PR. I'll merge this once the build is finished.

It's likely we'll want to just start with a 2024 report, rather than do a 2023 one. But we can leave the minutes as they are, and we'll make that decision in the next meeting, so that will be reflected in those meeting notes.
