Update README.md to include instructions for getting GitHub access token #11

This pull request adds information on how to run the peer-review-metrics myst notebook for development. It updates the README.md to include step-by-step instructions to obtain a GitHub access token and add that to the user's peer-review-metrics repo so that they can use pyosMeta functions to build the tables/plots. It includes the creation of a new directory to hold screen shot images and a new .env-default file that can be copied to hold the GITHUB_TOKEN, created from the step-by-step instructions.
