Fix: run pre-commit in action #277

This fix should run precommit on the contrib update build saving us a manual step of triggering it.

i'm not sure there is a way to test this other than merging it as it's a cron job / dispatch run

This is failing as github seems to be down / slow. so i'll merge this as it's unrelated to what this PR actually does. will revisit the github issue in a separate issue / pr
