Enh: New volunteer page

I've created a new volunteer page (/volunteer.html) based on the copy reviewed in our planning document. The copy should be good, although I didn't do any design work.

Items that will need to be addressed:

• [x] adding this page to the main headers//sitemap
• [x] any design enhancements
• [x] deleting//deprecating existing volunteer page

Of note - there is information on the existing volunteer page that isn't on this one. I believe it's accounted for in our updated site map!

given this is a todo action. Final followup so we can call this pr a thing of the past :). task completed!

Please open an issue with the content that is missing so we can submit a PR and reference it / track that we keep any information that needs to be added to another page? In general any time we make a change like this but there is some part of it that is still not complete - we want to open an issue to track that we get back to completing whatever that task/ missing piece is. in that issue you can reference this PR as a base as well and be specific about what content we'd want to make sure is in whatever other page it should live in.
