Fix: update editorial board with astropy #336

This does a few things

  1. it adds the new astropy editors to our board
  2. it updates isabel as EiC - i am not sure how i missed doing this important step
  3. It updates the editorial page to include an emeritus section so we can recognize past editors for their work with us.
