BUG: possible incorrect link in peer review card #341

I the link in the "Ready to submit a package for review" button is on the about peer review page might be incorrect. the link in the paragraph takes you to the repo (as expected), but when I click the button it takes me to the Python Packaging Guide instead of the Author Guide.

@kierisi can you provide a link to the page that has the incorrect information in the issue? that is a great way to make the issue easier for someone to tackle! i'll add help wanted to this OR you could submit a pr.
