Test Html5 validator #364

It seems like the html5 validator errors are embedded in our theme.

ugh. i see that. i don't have bandwidth for fixing the website theme right now. i keep thinking that we probably need a website cleanup / potentially moving to a better for us theme (and maybe hugo/quarto) in the future. this is actually validating our HTML which we've not done before. htmlproofer was really just running link and alt tag checks for us.

Let's do this. I will close this PR and open an issue to look at in Q3 2024 (July, Aug, Sept) to see if it makes sense at a later time. I agree with you on "not now".
