Fix: new eic and fix editor roles #380

This pr:

  1. Reflects @Batalex as our new EiC for the next 2.5 months as a part of our newly implemented rotation schedule (replacing @isabelizimm who did a wonderful job!)
  2. Updates astropy editors (they were missing titles of editor)

The point of failure here is sloan.org with lychee. it's only failing because it was tested numerous times and failed the last time which makes sense . this pr can be merged as this is not a true broken link
