@lwasser I've got a first pass at the "How to submit a package to pyOpenSci" page up! I ran into a couple of small formatting issues:

the header image doesn't seem to be populating when I render locally, and I'm not sure what I'm missing.
I tried adding a table of contents, since there's so much information, but it also isn't rendering. I'm open to other ways of formatting as well---it doesn't have to be a toc!
