Concise headings in `tutorials/pyproject-toml.md` #190

Section headings get hard to read in the side panel when long, abbreviated them bc the page is about pyproject.toml and the section is about [project] so we don't need 2 repeat them in the headings :)

merging this. the broken build has a bunch of things that are fixed #192 and also not at all related to this specific pr.
