updated editor onboarding based on changes within pyOpenSci, and recent sprint work done in collaboration with Leah. adds clarification on responsibilities for recruitment, as well as initial Slack invite processes.

Just a note - i somehow missed that a bunch of the text in this pr is duplicated and it's a pr from a branch on this repo rather than from a fork.

because it's not a pr from a fork i just pulled the branch down and will open a new pr from my fork with edited text! but the commit here preserved
