Updates to map generation #5

I did some experimentation with map generation for your review.

Goals

Remove need to overwrite tiles
Remove settings for ores that can't appear
More natural generation of shallow and deep water shapes based on noise map

Future Work

Remove need to spawn landfill islands for big rocks. (Increase island generation size)
Turn off cliff, biters, and pollution automatically so players don't need to mess with settings
More tweaks to map generation, larger shallows, etc.
