What is the problem?

With legacy beacon interference rules enabled, some combinations of (diet) beacons disable buildings unnecessarily. The bad disabling depends on build order.

Steps to reproduce

1. Disable the "Future beacons" setting.
2. Build the setup below to create a bad disable under old beacon interference rules (all AM/FM pairs are unique).
3. Build the same setup with the AM-5 beacons built in the opposite order to have the building be not disabled.
