What is the problem?

@notnotmelon there might be something wrong with the logic for the old beacon behavior with the "future beacons" setting turned off. difficult to describe but the interference rule is acting stricter than the old way (but more leniently than the new rules). the interference checks also appear to be build order-dependent as I can sometimes get a setup working by removing and replacing a beacon. haven't been able to get a reliable repro but it happens most of the time with enough (>5) beacons sharing a few AM and FM bands
