What is the problem?

Biomass power Mk 2-4 has roughly linear scaling in the amount of power generated per input fuel. Coal power Mk 2-4 is roughly constant power generated per input fuel. I feel that coal power should be buffed.

It's not a bug. Coal power is mainly intended for early game power generation after geothermal. Having any one power option being viable during all game stages will mean that a player can neglect the rest of the pyAE power generation options.

Power options should be useful once, not always. It helps variety.
